The process of registration of documents and real estate in Turkey has changed, and from now on, it will be done in a new way through notaries in 2023: 
Application Registration: According to the new procedure, an individual who intends to sell their immovable property must register their request through the electronic system called E-Başvuru. After the request is approved in the system, the seller selects one of the notaries.
Payment of Fees: Upon accepting the request, the records of the property document are reviewed. If there are any obstacles to the sale, the seller is informed. If there are no obstacles to the sale of the immovable property, a text message containing information about the payment of fees and service charges is sent to the applicant's mobile phone. After the fees are paid, both parties go to the notary to conclude the sale and purchase agreement.
Contract Execution: Sale and purchase agreements are signed in the presence of the head notary, and a copy is stored in the notary's archive. Afterward, the agreement is uploaded to the TAPU VE KADASTRO BILGI SISTEMI (TAKBİS) for electronic registration. Other documents issued after the transfer of immovable property are received by the head notary and attached to the file.
Fees: For transactions carried out in the Directorate of Land Registry, the ownership deed fee, which is 4% of the sale price, must be paid. The notary fee will also vary between 500 to 4000 lira, depending on the value of the property. This amount is assessed and announced annually.
Buying and Selling on Holidays: Justice Minister Yılmaz Tunç has stated that this new method reduces the density of requests at the Directorate of Land Registry and allows citizens to carry out their transactions in a shorter time. According to him, sale contracts for real estate and properties can also be done by notaries during weekend holidays.
