Turkey is a popular destination for many people with different backgrounds. Unfortunately, its the nature of cultural melting pots that there might be clashes between different belief systems. The majority of Turkey's population are Muslims so its natural to think Hijab and Islamic law is mandatory in Turkey, right? wrong. 
Despite the fact that majority of the country are Muslims, Turkey is a secular country, on paper at least. Turkey has long been a country where wearing a headscarf was banned in public institutions due to secularism being in its constitution. However, Mr. protector of Muslims everywhere, aka president Erdogan, is trying to change that. Erdogan had a failed attempt to change the hijab law back in 2008, but he is back at it again since the election is near.
Erdogan has proposed after his many failures to change the hijab law, to put it to a referendum. He has suggested the constitutional change to guarantee the right to wear a headscarf in the civil service, schools, and universities should be decided through a referendum.
So no, hijab is not mandatory in Turkey, at least for now.
