According to a recent report by Anadolu Agency (AA), the "12th Development Plan" in Turkey will introduce a school-based performance evaluation system. The primary goal of this initiative is to investigate the root causes behind the limited progress in schools that exhibit lower levels of development. Based on the findings, appropriate measures will be implemented.

The new development plan, covering the years 2024 to 2028 and awaiting approval from President Recep Tayyip Erdoğan, addresses various aspects of education, including preschool education, school improvement, and technological infrastructure in schools.
Within this framework, AA reports that the plan aims to ensure equal opportunities for children to access high-quality, universal, and free education. To enhance access to preschool education, both the physical and human infrastructure necessary for this purpose will be established.
To facilitate access to quality preschool education, different models will be developed, taking into account the economic and social development levels of priority regions and families.
The plan also seeks to reduce the achievement gap among students and disparities in school quality, while simultaneously providing high-quality, inclusive educational services in all schools. To achieve this, there are plans to enhance the quality of human resources and expand educational activities aimed at increasing the involvement of families, which play a crucial role in the education process.
The implementation of a school-based performance evaluation system is planned to analyze the reasons for the limited development of schools showing slow progress, and necessary measures will be taken in response to these assessments.
A robust monitoring and evaluation system will be established for remedial and supportive training programs, with a focus on tailoring these programs to meet the specific needs of students.
Additionally, an electronic student record system will be created to track the academic and social activities of each student and monitor their learning progress at different stages. Referrals to support programs will be made more effective, taking into consideration the emotional and social development of students, and early-age support programs will be introduced.
Regarding measurement and evaluation, a system based on individual development and long-term learning processes will be established. This competency-based system will be implemented at all levels of education, with an active use of information and communication technologies for measurement and evaluation. Legislative infrastructure will be set up for national monitoring studies.
The plan places a significant emphasis on enhancing the resilience and flexibility of the education system in the face of extraordinary situations. It seeks to make individualized learning systems more effective and advance the infrastructure for remote education.
Moreover, there is a strong focus on ensuring the proper use of technology in education, improving technology literacy, and reducing inequalities arising from technology use.
