President Recep Tayyip Erdogan's promise to offer technological assistance to university students, which was a part of his campaign during the May 14 elections, is officially set to commence on November 1, as announced in the Official Gazette on a recent Wednesday.
This initiative involves providing one-time support for technological devices and one year of internet access to all Turkish citizens who are higher education students, with the exception of open education students under 26 years of age as of the purchase date.
Each eligible student will receive financial assistance of up to TL 5,500 for mobile phones and computers with a market value not exceeding TL 9,500. This support amounts to roughly 44.4% of the market price for mobile phones and 16.7% for computers.
Please note that the support does not cover second-hand device purchases.
Furthermore, students will be granted a monthly data quota of 10 GB for 12 months, provided by their chosen mobile network operator. The specific implementation details of these support programs will be determined by the relevant government ministries.
To be eligible for this support, the internet service must be registered in the name of the respective student.
It's essential to note that the mobile phone devices obtained through this assistance must be exclusively used by the recipient for a minimum of two years following the date of receiving the support. In case of any violations or irregular usage of the support, the provided amount will be reclaimed from the beneficiary with interest, calculated based on the delay interest rate defined in Article 51 of the 'Law on the Collection Procedure of Public Receivables,' dated 21/7/1953 and numbered 6183, starting from the payment date.
The financial resources allocated for this initiative will be covered by the budget of the Ministry of Youth and Sports.
The Ministry of Youth and Sports will establish the procedures and guidelines for the implementation of this program, taking into consideration the input of the Ministry of Treasury and Finance, the Ministry of Industry and Technology, the Ministry of Transport and Infrastructure, the Strategy and Budget Directorate, and the Council of Higher Education.
